第九步、进口设备清关海关审价如何***：
1.进口货物以海关审定的成交价格为基础的到岸价格作为完税价格。其成交价格经海关审查未能确定的，应以该货物的同一出口国或地区购进的相同或者类似货物的成交价格为基础；再未能确定的，应以相同或类似进口货物在国内市场的批发价格，减去进口关税、进口环节其他税收以及进口后的运输、仓储、营业费用及利润作为完税价格。

由于进口旧发电机组会涉及人身健康、安全、卫生及环保等问题，为此我国对进口的旧发电机组实行严格的备案审批管理及检验检疫制度。《中华人民共和国进出口商品检验法实施条例》第五十三条规定：进口***允许进口的旧机电产品未备案的，或者未按照规定进行装运前检验的，要予以退货；情节严重的，由出入境检验检疫机构并处100万元以下罚款。
从网上相关信息获悉，不久前南京检验检疫局***人员在口岸查验时，发现南京某公司从意大利进口的一套组合二手设备***以旧充新。经有关***进一步检验发现，货值15万美元的该套设备有明显磨损、油污及较长时间使用过的痕迹。鉴于该批设备事先未旧机电备案手续，且未如实申报，***人员当场对该批货物实施封存，并将根据有关******作罚款和退运处理。
