With the rapid development of industrialization and the intensification of air pollution, the purification and treatment of VOCs organic waste gas is imminent, but there are certain differences among the emission standa*** of organic waste gas. At present, VOCs governance has fully started the formulation of VOCs emission standa*** in key industries.
Treatment of organic waste gas and treatment of organic waste gas
Since last year, the state and local governments h***e significantly strengthened the revision of VOCs pollution prevention policies, regulati*** and management system. Among them, the Ministry of environmental protection and other related departments h***e started the research and formulation of the VOCs pollution charge system, which has caused great concern in the sewage industry and enterprises, and has promoted the work of VOCs governance. At the same time, the state and local governments h***e started the formulation of VOCs emission standa*** for key industries. Because of the large number of key industries involved in VOCs emission, only 11 items of VOCs are involved in the original comprehensive standard, which can not meet the requirements of VOCs emission control. In recent years, a series of key industry emission standa*** h***e been set up. Among them, 3 standa*** for pollutant discharge standa*** in petroleum refining industry h***e been promulgated in early 2015.
In addition, the technical specification for the treatment of organic waste gas in the adsorption industry and the technical specification for the treatment of organic waste gas in the catalytic combustion process are also issued, which provide the technical basis for environmental engineering design, environmental protection facilities operation and maintenance, and the environmental protection department for pollutant discharge management.
However, the current policies, standa*** and technical regulati*** are not perfect, which seriously limits the development of VOCs governance. For example, the lack of VOCs emission standa*** makes the emission enterprises and management enterprises do not discharge limit values, and does not know how many VOCs needs to be governed, and it also restricts the supervision of environmental protection departments.
In the c***truction of management system system, some basic management systems such as pollutant discharge permit system and Emission Declaration System of VOCs organic waste gas h***e not yet been established, and the formulation of pollution charge system has not been completed. Because of the technical and technological routes involved in the purification and treatment of VOCs organic waste gas, there are no standard requirements for the technology, engineering design and management of VOCs governance in many industries, and the design, c***truction and management are quite chaotic, so that some management facilities can not meet the requirements of the discharge standard.着工业化的迅速发展,大气污染的日益加剧,VOCs有机废气净化治理迫在眉睫,但是有机废气的排放标准各地区间存在一定的差异,目前VOCs治理已***启动***行业VOCs排放标准制定。
有机废气净化处理,有机废气治理
去年以来,***和地方都明显加强了VOCs污染防治政策***和管理制度体系的制修订工作。其中,***等相关部门启动了VOCs排污收费制度的研究制定工作,引起了排污行业、企业的极大关注,推动了VOCs治理工作。同时,***和地方***启动了***行业VOCs排放标准的制定工作。由于涉及到VOCs排放的***行业众多,原有的综合标准中涉及到VOCs的只有11项,远不能满足VOCs排放控制要求,为此近年来启动了一系列***行业排放标准的制定工作。其中,石油炼制工业污染物排放标准等3项标准2015年初已经颁布。
另外,还发布了《吸附法工业有机废气治理工程技术规范》和《催化燃烧法工业有机废气治理工程技术规范》,为企业进行环境工程设计、环保设施运行维护,为环保部门进行污染物排放管理提供了技术依据。
但是,当前政策、标准和技术***还不完善,严重限制了VOCs治理工作开展。比如VOCs大量排放标准的缺失使得排污企业和治理企业在治理时没有排放限值依据,不知道有多少项VOCs需要治理,也制约了环保部门监管工作开展。
在管理制度体系建设方面,VOCs有机废气的排污许可证制度和排放量申报制度等一些基本管理制度尚未建立,排污收费制度的制定工作尚未完成,致使很多排污企业处于观望状态,还没有进入实质性的治理阶段。由于VOCs有机废气净化治理工作涉及的技术途径和工艺路线多,目前对很多行业VOCs治理的技术、工程设计、治理设施运营没有规范性要求,设计、施工和管理等方面比较混乱,以至于一些治理设施不能满足达标排放的要求。
