近年来，随着我国农业机械化的不断推进，进口农业机械的数量呈逐年上升势头特别是二手青贮机，旧青储机，二手棉花采摘机，二手葡萄西红柿收获机，二手甘蔗收获机，二手大豆水稻收割机等进口农业机械对于促进地方经济发展发挥了重要的作用。但部分进口农业机械存在安全隐患，在使用过程中给农户带来了一定的经济损失。
为有效防止不合格农业机械进入我国，提高进口农业机械质量安全，根据《农业机械安全监督管理条例》第十三条、《进出口商品检验法实施条例》第四条有关规定，现就做好2014年部分进口农业机械质量安全抽查验证工作公告如下：
各地出入境检验检疫机构对列入《强制性产品认证目录》的植物保护机械（进出口税则号：8424810000）和轮式拖拉机（进出口税则号：8701901190）加强口岸验证，***核查其是否取得有效的强制性产品认证证书及加贴认证标志情况。植保机械包括背负式喷雾喷粉机、背负式动力喷雾机、背负式喷雾器、背负式电动喷雾器、压缩式喷雾器、踏板式喷雾器、烟雾机、担架式（手推车式、车载式）机动喷雾机、喷杆式喷雾机、风送式喷雾机。轮式拖拉机包括单缸柴油机或功率不大于18.40kw（25马力）的多缸柴油机为动力的轮式拖拉机。

二、各口岸及目的地检验检疫机构应加强对进口棉花收获机的***抽查，依照《进口棉花收获机安全性能检验项目表》（见附件），对棉花收获机的安全要求、标志标识和使用说明书实施验证。验证可通过采信具备相应资质的第三方检验机构出具的检验报告或自行抽样检验（区分生产企业和型号，抽样比例为10%）等方式实施。对于在目的地检验检疫机构事先办理备案、声明等相关手续的进口棉花收获机，由目的地检验检疫机构实施验证及相关监管，口岸检验检疫机构免于抽查。

三、进口农业机械的生产者（含供货商或进口者）应依照质检总局、工商总局、***、***《农业机械产品修理、更换、退货责任规定》的有关规定，承担进口农业机械相应的三包责任。销售者在交付进口农业机械时，应当向使用者提供海关出具的货物进口证明和检验检疫机构出具的入境货物检验检疫证明。
四、如在抽查验证过程中发现质量安全问题，各直属检验检疫局应要求进口收货人进行限期整改或技术处理，同时按照《进出口工业品风险预警和快速反应管理规定》的有关要求报质检总局。对于经整改后仍不符合***有关标准的，应按照《进出口商品检验法实施条例》第十九条、第二十条的有关规定采取相应措施。

四，二手青贮机主要进口***一般有日本、韩国、德国、美国、荷兰、英国、法国、台湾，西班牙，澳大利亚，加拿大等***，国内对于二手青贮机进口海关监管条件相对比较严格，首先需要企业开通备案系统做装运前检验检疫备案、国外装运前检验检疫证书等。港口办理完相关手续交税后，等待放行。在送货到进口商指定仓库后需要在进口商属地商检局报检大厅办理属地商检调离，资料递交后一般会在3个工作日老师下场查验核对申报资料等，欢迎来电咨询洽谈。
